ID: double-headed eagle with scepter and orb silver plate bowl

    Hello from Australia! I was recently gifted this repoussé bowl with a double-headed eagle holding a sceptre and orb. There are no markings, but I was told that it was silver-plated. It's 12cm D, 4cm H and 123g. Could it be from Moscow, Russia, at the beginning of World War I or a later version? What is its value? What was the purpose/use of the bowl?
