Help with author of caricature

    Hey, found this piece today in flea market. I wish I could identify the author, but I have no clues how to do it: there are no any signatures on both sides. But my guess is that it's hidden somewhere in the picture. And if you can help with translation, that would be awesome too, as Google translate does not help, the translation does not make too much sense. Would appreciate your help!

    Pralinier is likely used here to say that the boss is somewhat nutty.
