Help w/Name & stamps on large Chinese watercolor(?)/print?

    I went by the local thrift store today because I didn't get anyone at my estate sale (Christmas eve's eve?) and found this.
    I can't tell if it's a watercolor or print?
    But there is nothing in pencil like most prints - there is nothing except a vertical row of characters & 2 stamps; which make me think it's Chinese?
    Any idea who the artist is?
    Any thoughts on it?

    I Looked Closely w/A Magnifying Glass But Couldn't See Any Pixelation - Doesn't it Look Like A Watercolor? (If likely I will Take Out Of Frame To Verify)
