HELP w/ARTIST INFO ON NAUTICAL PAINTING - HAS UNUSUAL MOUNTING & "VARNISH RECORD" NOTE?

    This large nautical painting came out of a storage unit a friend won at auction. It was done with a palette style that I like. But looking up C. Campbell artist only shows 1 who died in the 20's - 30's; and I think this is newer?
    It also has a few unusual things - one is a note on the back with a "Varnish Record" & how to remove it?
    The other is the painting is mounted like...maybe it was suppose to be in a floating frame?
    Any info on the artist would be appreciated , as would any thoughts on the painting itself.

    The artist is someone who copied his work. Looking at the tear of the paper on the back of the painting I can see pure white. Probably won't find who the artist is as it appears to be done 10 years ago or less looking on how white that canvas is.

    Actually sorry. It looks to be in some type of white board that's holding it in with hinges.
