It looks like some sort of part of a dental or surgical tool.

    That was my thought.
Or possibly something that blows air.

It's a camera cable shutter release.

Sure looks like. Used 'em back when people would put a film camera on a tripod to take time exposure photographs as often as not. They're still being sold.

I had an Olympus Trip 35 which I would put on a wall to take night shots. One of those was very handy.

I've used cable releases as well on 35mm SLRs. I'm not seeing that here. Those terminals don't make sense to me for that purpose.

It's nigh on identical to the ones I owned.

How does it attach to a camera?
    How is it triggered?

    OP mentioned a Striker.
    Monarch make gas lighters.
Maybe a pressurised cable for some flammable gas or an everlasting match.
To me it looks like one of those old gadgets used for refilling shock absorbers, the hydrogas type used on Citroens.

I'm seeing some type of flex shaft drill or tool also.
I've never seen a cable shutter release quite so robust and elaborate, even on professional equipment.
I think the bit with the offset arm connects to a motor that can be used with this and other similar tools interchangeably.

    >Sure looks like a flexible shaft and tool-holder attachment <

Looks the same to me. A Monarch makes all sorts if cables and flexible this and that like fexible fiber optic cable tools, fiberscope lights, etc. What is written under Monarch? It looks like the word "male." What else is written? Are there any numbers? Here is a Monarch extension cable with male and female plugs. This particular one is for phones, not yours. Anyways, good examples of their varied products. No doubt your cable has missing parts and is older like possible 1950s.

Without more info on the company, it may be impossible to ID this Monarch company because there are several Monarch companies today such as Monarch Instrument of Amherst, NH; Monarch Tool & Die of Elmhurst, IL; Monarch Machine Tool of NY; Monarch Companies (Monarch and Production Tools) of Chicago, IL; Monarch Machine & Tool Co. of Pasco, WA; etc... and these are only a few on this side of the "big pond" in the U.S. No telling how many Monarchs are on the other side of the pond, Canada, etc... A good chance the Monarch that mfg. this cable what-its isn't any more.

I also have had many cable shutter releases for SLR cameras. None of them were this robust.
