Help ID A Napkin Ring

Hi all, I picked up this napkin ring this week and am stumped as to where to look for IDing the marks. I searched for "BTC silver mark", I got saw a Birmingham mark but I don't think this is English. Almost all the other hits were for Bitcoins

Could this be silver plate?

If anyone can point me in the right direction I would very much appreciate it.




The marks on the right are not familiar to me so I don't know what country's marks to look under.

 

isn't the 84 , Russian ?

 

I read that 84 is sometimes Russian, but it can be other countries also.

The symbols next to the 84 don't look the same

The one on @Marie Forjan 's looks like the format called the chetvernik, with four symbols within an oval.
