Help ID’ing potential silver marks.

It’s not even priced well unless the maker turns out to be special, but now I just want to know what it is. Certainly could be plated rather than solid silver. Seller claims it tests for sterling but he could have just tested the plating or have no clue what he’s doing. Seems about salt cellar size but would be on the heavy side for a cellar at 6 standard ounces. Maybe it’s a bit bigger for a different purpose. Seller speculated marks could be Scottish, which for all I know they are. I’m only slightly familiar with their marking system. Anyone see anything that looks familiar? Posted marks the he has them and upside down just in case.
