Well, my thoughts put me back in New York around Sept 9, 1871. Looking at a hand colored print while reading the latest news out of Harper's Weekly, a leading source of news of the times. just a thought.
Well, if you subscribe to Harper's Magazine, you supposedly have access to their archives, but I couldn't see/find anything like this AT ALL.....maybe I'm missing something!! Maybe they didn't save those prints and he's got something!!! Maybe the Harper's Magazine I subscribe to today is something completely different from the Harper's Weekly back then???? I believe publications of the time could have colored prints (chromolithography), though they weren't the norm. Probably not the case here, unless it was available as a promotional thing. I can't tell from pictures, but given that the others I've seen are B&W, I'd say mostly likely. Is there printing on the back?
BTW, after scrutinizing both images carefully, it looks like both images are 1874, not 1871, as I originally thought from your post, @Mugzinnys !! NOT sure it changes anything, but just noticed it!! AHA!!! Harpers WEEKLY was published from 1857 until 1916 and did publish illustrations as well......here's a link to what Wikipedia had, but I couldn't find anything for an 1874 issue! https://en.wikipedia.org/wiki/Harper's_Weekly
We might be able to tell if was hand painted if you can take a close-up with the macro setting on your camera. In natural light if possible.
Your photographs are too blurry to give you more information. It was hand colored. However, I can't tell if it is the original hand colored print or a print of the hand colored print. Better photographs might answer that question.
It looks like someone used ink that was watered-down and, they were not proficient with the ink or a brush. My best guess, it is on that print, however, it is still difficult to tell by photographs.
