HAND PAINTED? ORIENTAL CHEST

I've had this for a while but just realized what was on it when I sold a box of stuff at my yard sale that had been sitting on it!
Is it hand painted?
How old? (I thought the straight screws on the hinges instead of phillip screws showed some age?)
What do the characters say/mean? Is it the artist's signature?
Is that a lacquer interior?
Any thoughts would be appreciated,

I'm a little embarrassed - I'm sorry.
I have a 4 bedroom house I've been using for storage while waiting 11 months for insurance to pay claim to replace cast iron plumbing - and I've gone a little overboard - every room is ... full! And some stuff has stuff on top - and I guess I forgot about them!
