This tray doesn't say sterling or plate anywhere but I tested and it seems to be sterling, also does anyone know these hallmarks ?

    Thank You 001.JPG 002.JPG 003.JPG

I was looking for crossed keys. Found another one described as 'cross over globe' for Blagden, Hodgson & Co. that could be your other one.

It's silverplate, right around mid 20th century, made by New York City based firm Victor Obler...
