Great War (WWI) medal - possibly regional?

    This came from a seller near Pittsburgh somewhere. The back has a homebrew engraving that's none too clear. It looks like For War Service 1917 1918. It's not the participation medal, but I know some areas gave their returning soldiers medals independently from the armed forces. DSCF6937small.jpg DSCF6935small.jpg

    Maybe it was from a fraternal organization for it's veteran members? It's not anything I've seen before.
