Found Strange painting(?) Today of a Eye w/Canvas Nailed to Frame - Artist's Name? Thoughts?

I found this piece today at a local thrift store. It's unusual as heck both in the subject & that they nailed it to the frame!
Any idea of the artist's name? There's a name on the back but I don't think it's the same? (I see 'Marshall'?)
It's also done on cloth(?) instead of paper or canvas & nailed to the frame after being stretched; giving it a unusual - but cool - look.
Any thoughts? (At least I'm fairly sure this isn't a factory painting!

I'd assume it's from a Spanish-speaking country. We have the name of the gallery (Imaginar Casa de Arte) and the address (Eloy Alfaro and the corner of Rusia.) Let's see if we can find it.
