Featured Flora cameo, signed?

Hi everyone,
A friend of mine just purchased a cameo and would like to know if anyone can identify the signature and the age.
It does not look like a brooch or a pendant to me. It’s around 5 grams.
Please let me know your thoughts.

The mark, the subject & the workmanship are all similar to the work of Charles Schmoll. However, after looking through examples of his various ways of signing, I saw nothing that quite looked like this. Think it is the mark of the cutter, but, sorry, don't know who.

Looks as though either work on mounting was started but not completed, or it has been removed from some outer frame, leaving only the bezel.

 

Maybe a filigree frame?

I also thought it’s Schmoll, but did not want to give the wrong information to my friend.
It would be another signature yet to be discovered, I guess.
With regards to the mounting, I have seen several dealers that dismount the other layer of brooches and sell the gold for scrap, as they cannot sell the cameo for half of what they get in scrap. Some gold is not hallmarked and expert buyers do that, they follow the market, buy the cameo very cheap and sell the frame, they don’t care about destroying this beautiful treasures, so sad.
