Were you hoping for an answer beyond 'souvenir of Paris'? 1930s seems about right. Doubt it is silver. I'm speculating that it is all that granulation around the panels that is registered as filigrane. Suppose it could be the name of a company that specialized in this.
I was just hoping to get the real facts - whatever they may be. I also read Art Deco. 1900s. Silver 925. This blown up image. There are about 20 of these for sale everywhere from $14.60 to $100. Are they all the same? I wonder where they sold at some place like the Eiffel Tower in the 1930s. Why are some many remaining after 90 years?
I’ve had a couple of these and neither were silver. Not to say yours isn’t. I think they were a wonderful little momento of ‘that’ holiday in Paris that got stashed in everyone’s jewellery boxes with the memories until the next generation moved them on.
No, it's not genuine granulation, with each grain applied individually, but it is meant to give that appearance, & that is what I think was registered about the design.
An older souvenir of Paris. Ajour. And cast, as Holly said. Filigrane is probably a wink to filigrain, French for filigree. The design on the front looks like the twisted wire of filigree, but isn't actual filigree.

Living on this side of the pond, actually an entire continent from the eastern shore, these don't pop up very often. I think you're right. Something you get in the excitement of the moment, and then never wear again. It's actually nice though.
Thank you. It is a modern Madurese keris hilt, with some red felt and cotton wool which I folded to look like a Santa hat. The cheeky-faced little guy on the hilt sat still long enough for me to take a photo.
