Figurine - German or French? Children with Basket

    Hello board friends! I have a rather large figurine that I am a bit stuck on. It stands a little under 7 1/2" tall and about the same across. I have gone over it pretty closely and can't find a mark except for an impressed 31 in the base and a gold painted cypher. Do you think I am correct to assume late 1800's and German manufacturer? Somewhere I thought I saw that blue eyes were more associated with German companies. Opinions would be much appreciated. Thank you!
