Feather Thing What Am I?

    Hi,
    I have this feather thing - what type of feathers and what is it for? Has some skin attached - 5" wide x 12" long. I thought maybe for a hat.
    Any ideas appreciated

    I'm both intrigued by the ceremonial wig concept and creeped out by the skin.

    Looks much like David Ferrie's wig in Oliver Stone's "JFK" movie. hahaa

    Looks like hackle feathers from a rooster used for fly tying. I am an avid tyer and often bought materials that come that way.
