It is ~7½" tall, with ~2⅜" comb teeth; ~7" (chord) across the curved top.
Very well finished, some sort of early plastic; I haven't any idea what, nor how to test to determine that material. I don't think it's old, but again have no clue how to age it.

I picture a Spanish Señorita wearing a Mantilla, dancing under it. Otherwise, I am ignorant.

Does this belong in Jewelry? Thanks for looking!

    Yes, yes...of course!

But...Wikipedia just filled the Proper Name void:
In Spain and in the rest of the Hispanic world, a peineta is a large decorative comb usually worn under a mantilla, or lace head covering.

The only remaining question: Is it Jewelry?

Yes, it is a peineta. Doesn't appear to be terribly old and made of plastic imitating the tortoise shell from which they were originally made. It's an accessory like a hat.

My mama wore one with a mantilla to Mass back when it was a thing.

She sure looks like Jackie! Your Mom was a beautiful woman...but aren't they all?

This pieneta shows a great deal of careful hand saw & file work. Almost every edge has such markings. All the piercing has been hand done, and there are no broken parts, no false cuts...and no rough edges! It may not be "Old", but it surely ain't new either.

That is Jackie. At the Seville Fair with the Duchess of Alba in 1966. And still think your peineta is recent and plastic. You can browse and compare here on this web site which competes with eBay Spain. Carey means tortoise shell. Símal carey means faux tortoise shell. Antigua means vintage or antique.

Not an expert but... Think you'll find that genuinely old peinetas have flat tines and modern synthetic ones have rounded tines.

I'm now wondering what I've done with mama's comb. I've got her black lace mantilla.

I sell combs, I do not consider them jewelry, I consider them women's accessories.

It is difficult for me to discern detail from the photos, but I would guess it is post 1960, and not an early plastic.
Different people categorize things differently.;) I would call a peineta of this type an ornamental comb, and regard it as hair jewellery, just like tiaras etc. But then I collect ornamental combs, so I am biased.;)
In other countries antique ornamental combs generally had rounded tines.
My mother brought back a new, hand-carved celluloid peineta from Spain in the 80s which had flat tines. Mind you, it was rather roughly carved, little attention to detail.
