Would I call this copper plated "etched"? Approx 9 x 12".
Also any help with the signature?

I read the artist name as Pogue.A few artist of that name come up, but unable to attribute to any of them so far.

Thank for all the attempts on this signature! :)

Would this be an etching plate for making copies?

A printing plate would be reversed so the letters spell correctly on the copies. This was always meant to be hung like it is. :)

It is fairly deep, it could have been done by laser.
    I also read Pogue.

I'd call it etched and enameled, and agree that it's not meant for printing.

Don't really know how it's done, but I would guess an acid etch because the borders look too irregular to be sand blasted or laser.

I'd also guess the plate itself is probably zinc.
