Until 1918 the Cross of Lorraine was a French nationalist symbol, related to the territories France had lost during the Franco-Prussian war. One of the territories was French-language Lorraine.
After WWI France got Lorraine back, with the help of their the allies, along with German-speaking Alsace, another disputed region.
So I think this bracelet symbolizes a double victory: the war, and ownership of the disputed regions.

Lothringen -or Lorraine - was for the most part German-speaking. French was tolerated by the Germans till 1914 and had 22 % only. this changed dramatically after WWII, when Paris forbade to speak dialects in Lorraine and Alsace in schools and "imported" French teachers. even today the French politics suppress all dialects, not only the German ones but also Basque, Breton and others. which is of course against EC legislation, but who cares about Bruxelles...

Fid, you're right about German in Lorraine, I was thinking of the post WWII situation.
It is one of the Rhine-Frankish dialects, a cousin of the dialects spoken in the east of the Netherlands.

The French have an extremely bad track record when it comes to minority languages and culture, but I must say, they have been recruiting Dutch teachers for their Dutch-speaking minority in French Flanders. But only for higher education.:(
Of course modern Dutch is not the same as the old French Flemish, but it is a start, and most French Flemish seem happy about it.

I have one like this and it was my mother's in WWII given to her by her brother who was overseas. It has no real military connection. It's "Sweetheart" jewelry and, as Any Jewelry suggested, are the flags of the Allies and their satellite countries.
