I have bought 2 pieces of empire furniture that survived a flood in texas back in 1906.

A lot of the veneer is rough and will need to be removed.

What kind of wood did they use underneath empire furniture?

Most American Empire furniture has pine as a base. You could find other woods mixed in since it was not meant to be seen.
