Early porcelain teapot stand or saucer dish

It feels like an early Worcester piece - the body like Barr and Flight. The pattern number 388 is written in a style often seen in New Hall (sadly the New Hall book has no pattern 388).

    But the pattern itself with the cornucopia does not look English.

    I’m stumped. Any ideas?

    Looks like English paste, smoke flaws an all, not familiar with numbering but paste looks very chalky white so that's a start I guess.
    I have a few willow/gilt bits with puce numbering also in chalky white that I think might be one of the Flight manifestations, however foot looks different (nicely finished) and no trace of smoke dots ....
