    I might call it a dresser, but I wouldn't call it a dressing table - you can't sit at it.

    Looks to be a gentleman's dresser.
    Late 1800s early 1900s.

    Just saw the close up on the handles.
    Art Nouveau influence.

    Late 19th. The handles are absolutely typical. We'd still call it a dressing table.
