It looks more like a mono print than a drawing.

Was it done with grease pencil in either event?

Looks like someone took a grease pencil to a thin metal plate, drew a scribbly picture on it, ran it through an old style press and voila: a mono print.

Does it have a plate mark around the edge?

Looks like it could be France or Belgium - is that a boat on the left? Can you show a detail photo of that part? I have the vague feeling this is a sketch after a famous painting.

It's a graphite drawing on paper and here's the picture detail off the boat

I am still scrolling through 18th & 19th century paintings because I am convinced it's a sketch done of a famous painting.

The "view" reminds me of a Kirk in Amsterdam - but I'll be Amsterdamned if I can recollect which one............................

Sorry it just doesn't look like graphite to me.

There are 2 colors of the "graphite" on the one that has a signature. I think it's possible that the "signature" could simply be "Paris" (the place).

It looks Dutch to me. A bit hard to identify the costumes, but the ladies little bonnet with a point at the back and the girls bonnet with the 'cloche' extending out, look like Walcheren, Zeeland, The Netherlands. Check churches on Walcheren, Middelburg maybe?

I checked, the church looks like the Catharinakerk in Zoutelande, Walcheren: http://www.pknzoutelande.nl/geschiedenis_van_het_gebouw/
The church and surrounding area were damaged in 1944. The church was restored, but ugly 1940s-50s housing was built in the surrounding area, so it doesn't look like your drawing anymore.

Might be the church at Auvers-sur-Oise, which was painted by van Gogh and, therefore, something of a draw.

    The medium might be conté.

This was drawn with brown conté.

It comes in square sticks, in any number of colors, and is sort of in between charcoal and pastel.

Thanks Moreotherstuff. It could have been done with a poor quality conte pencil but really looks more like the old, paper covered (and you unwind it to "sharpen" it) black grease pencil to me with another pencil used to draw the edge of the square around the work.

I'm not saying it's not graphite, just doesn't look like it to me but I don't have it "in hand" to look at.
