    He was made in Bali, second half of the 20th century.
    The wood could be teak.

    A popular souvenir. A Google Images search will bring up many examples. (Credited by sellers to Japan, Vietnam, Polynesia, China and Haiti in addition to Bali, by way.)

    He has an expressive face, but it is not very detailed by Balinese standards. I have seen worse, but it isn't top quality by any means.
