The spoons might be of spelter. I found a set of 6 like yours that appear to have come with a 6 slot spoon rack. The seller speculates his dates fron the Victorian era. I doubt it. Following is a link to them. They are being sold for R350.00. I think the R stands for the South African Rand currency. 350.00 Rand equals only about $28.00 US currency.

Here apostle spoons in this design in silverplate. Note the name of the apostles are on the bowl.

With the cock finial, I thought yours would be for St. Peter - denied Christ 3 times before the cock crowed... As all the apostles have the cock finial, then not necessarily St. Petter.

Here is the same design spoon, but has the banner in the bowl with the Apostle name. I still can't figure out which one yours represent. Scroll to the last one pictured on the page.

They're cast pewter, I have the exact same spoon, the detail is so poor that I've never figured out the symbols to identify the Apostle - and like Susan, I doubt they're Victorian, more likely a few decades into the 20th century. Rainwater's 'Spoons Around the World' (1976) shows one on page 48, plate 291, noted only as "pewter", another is shown on page 37, plate 218, noted as "Marked: STERLING", she didn't mention country or date of origin on either, though page 42, plate 251 shows a knife with the same handle, described as "Nuremberg", making me suspect the silver ones are more likely Hanau-made, and may well be late 19th century.
