    Although it is really vastly different, I was thinking it might be something along these lines, but the hardware in the center has me wondering

    There are brass caps at the top of each leg, and brass hooks midway down each leg. Don't think it's a plant holder.

    I've taken this to probably 100 antique dealers and amazingly no one knows what it is.

    Despite the differences, I think that's what mike's got.

    Edit - the plant stand, not the telescope stand. Sorry to disagree with your ol' man, loro-rico.

    Mike - Can you show us closeups of the various hardware so we have a better idea of how they operate and/or connect the legs, etc.

    Well. there doesn't seem to be any place for a telescope , or plant base, to mount. Each of the three legs has a brass cap. And each leg has a brass hook.

    Legs are 5 feet. probably 1.5 inches circumference.

    Welllllllll... my ol' man says that if you take a look at that link, you will see the possibilities... I guess the brass thingies interlock with other brass thingies, or... nevermind, the know-it-all has retired to his man-cave.

    it's at my office, and I'm home. The hooks are attached by a) wood screws, and b) screw threads on the back of the hooks that screw through the leg into a wooden ball in the center of the ball.

    Yes. It has brass hooks which suggests that something hangs from it.
