Coloured Pencil Picture Street Art Stephans Platz

Hi,
I picked this up and trying to figure out the artist signature - looks like Paris but this scene is in Vienna so I don't think that is what it is. This is on heavy paper, 12" x 18" - when you hold it up to the light it shows through to the backside.
Would be considered street art?
Any information appreciated

Probably a street artist. It does look like Pailo or Paila or Paiha or Paiho. Something like that.

 

The last name could be Plotz which is German. Some of the names on the buildings also could be German.

 

They do speak German in Vienna.

 

Vienna. Stephenplazt is the square in front of St. Stephens Cathedral that is in the middle of Vienna, Austria. Wien is Vienna in German. The 1st pic is the steeple of St. Stephens.
