Cobalt Art Pottery Sugar Bowl or Vase

    This little bowl stands a little over 3" tall and about 5" in diameter across the handles. The style reminds me of Fiesta or LuRay. Any thoughts as to maker or function is appreciated. I don't see any rim wear which would indicate that it had a lid. Also the handles have a scalloped pattern.
