Hard to tell from the photograph but I don't think it is. The Venetian Glass beads and hearts are more refined and decorative. Can you post a shot straight on or into the light?

I'm still leaning towards China. Here is a page with hearts from Venice, you'll will see them mixed in all the way to the bottom of the page and you just don't see that kind of rough "crackled" looking glass. I've been to Venice numerous time, I've bought some of these as gifts. I don't recall ever seeing anything like this. Mexico may also be a possibility. http://www.romegiftshop.com/muglne.html
