Chinese Republic Period Cizhow ware Vase? Translation?

Hi all.
This piece is 19 1/2" tall Ceramic, Black glaze with carved surface. My first thought was vase, But maybe it is an umbrella stand?
Someone correct me if I am wrong but is this called Cizhou ware?

This one is marked Taiwan, ROC, not official mainland Chinese.

 

That is correct. Taiwan ROC to 1947 I think?

 

Cizou usually refers to primitive, Song-era ceramics which have black designs over white ground, which this is not. If you go to the auction sites and look for Cizou you'll see what I mean.

 

I have seen this with the ground scenes called the same.

I see people using Chizou for this type of item, it's not technically correct though.

Base mark on the right seems to be 中山山丰, can't make out the left side, the characters are too stylised for me to interpret, wish they would stick to standard forms! I can't make out the body text either.

I doubt it's an unbrella stand unless it's weighted at the bottom, looks like it would fall over too easily.
