Chinese Empress Banner Ink on Silk

Please help by trying to identify this majestic lady. Banner measures 68" x 24-3/4W.. Maybe Empress Wu? its a long shot....

 

Apart from saying it's an ancestor portrait and looks like the real deal tome, I've got nothing. I've heard that only the Imperial Family was allowed to use a 5-toed dragon, but don't take that too seriously.

So it must be a "famous" image. I wonder if official portraits were circulated within the bureaucracy.
