Candlestick bronze?

Hi,
I bought this item on eBay described as a bronze candlestick. It’s about 5” high and weighs just over half a kilo. It didn’t cost very much but I really like it.
I was just wondering if anyone has seen anything similar or might be able to give me an idea of it’s age.

It looks new to me. I'm guessing that "Published as the act directs" is a catchphrase used to imply age. I find reference to it as an early expression of copyright. I think it's misused and anachronistic in this application.

I've tried to research the name on the bottom of the candlestick which looks like B.W Hawkins and can only find reference to a Benjamin Waterhouse Hawkins -

Benjamin Waterhouse Hawkins (8 February 1807 – 27 January 1894) was an English sculptor and natural history artist renowned for his work on the life-size models of dinosaurs in the Crystal Palace Park in south London.

Does anyone else think it looks new? There seems to be a fair amount of grime/dust in the recesses and wear to raised areas.
