    I could not find any maker's mark.

    These were very popular in the 80s. Import and low end.

    Looks like it is "electroformed", could have been made by a number of companies or hobbyist.

    Hi Kard - these were very common in the 80s (I wore them). Try looking them up on eBay... I collected a pile of the once, and took it to a jeweler to see what the value was, but didn't walk away with any $$

    I forget what this technique is called.
