Brass/gilt hairpin with turquoise

Hello

I have this hairpin, and my searches aren't getting me anywhere.

Not in the best condition, scratches, dents and discolouration. Missing two turquoise, and the three larger holes which I think would have been cabochons of some description.

Inside the missing holes I can see it's filled with resin stuff.

That looks rather large and flat for a hair pin. Sure it isn't a letter opener?

Could be, but quite uncomfortable to use with no handle

 

I can see it with carnelian cabs. 'Feels' Chinese to me & not too large for the elaborate hairdos of the upper crust.
