Brass badges ?

    I found these heavy brass badges in a box, anyone have an idea what they are ?
    Sorry for the poor pics, its dark and I used room lighting.
    There is a Quarter Dollar for size comparison.

    Could they be similar to "horse brasses," intended to be attached to leather for decoration or identification? I can see putting the prongs through holes punched in the leather, then bending the prongs over to secure.
    Different attachment method than the horse brasses I've seen, and less ornate, but maybe something similar.

    I was thinking more military, maybe fastened to a radiator grille
