    It is Tibetan inspired, but not traditional. It was made for export or the tourist trade, probably in Nepal.

    That turquoise looks like howlite to me.

    I'd say it's Nepalese. The central element of your example is similar to those used upon certain Nepalese snuff-bottles. Trust me when I say, many Nepali jewellery makers use all manner of materials to replicate semi-precious stones. Including red pieces of plastic which is set into a resin-liked paste/glue. I have also seen numerous items such as strings of beads, clasps, earrings and incomplete bracelets being exchanged between the Nepali & Tibetan ladies who then produce a finished piece from whatever is at hand.
