Blue & White 3-Part Pottery Dish - what is it? who made it?

    Hi all,
    I could really use some help identifying what this fun piece was designed for (why the holes on the bottom ring?) and whose mark is on the back. I've done some searching, but since I can't make out any of the writing, I'm not getting far with just "blue crown". Lemon in pic for scale.

    It's the Blue Hizen pattern! Now...any ideas on what it was for?
