Blue art glass pinched decanter - any ideas?

    Hopefully, someone can help me out as to who possibly made this decanter or maybe where it was made.

    It is 9" to the top edge. There are indications there was a stopper at one time. There is shelf wear & a rough pontil mark on the bottom.

    Are these called Pinch decanters?
