It was her hair that made me think of Victoria. When she was young she wore it covering her ears. Also, when young I believe she did dress in uniform on some occasions, that is what it looks like the figure in the bust is wearing.

With those epaulettes I was thinking Amy Johnson from the 20s.
Cant find any busts of Amy without her flying gear.

She's closer in time,I think, more late 19th - early 20th. I put a photo of the young Victoria on this Pinterest board for comparison with cameo portraits of women from the same period. Suspect this will be some woman respected for leadership/innovation in one of the fields allowed to women, like teaching or nursing.

Davey posted while I was writing, but we're both thinking along the same lines.

The clothing's not right, but Jenny Lind was wildly popular in her day, both for her singing and her charity.

"As the first female sovereign since the 18th century, Queen Victoria required a military uniform in her role as Head of the Armed Forces. Two of Queen Victoria’s military tunics survive. This tunic is based on masculine uniform but is feminised through the softened shoulder line and exaggerated waist and peplum, which also facilitated riding side-saddle. The wool felt hat has an upturned brim and is trimmed with dyed feathers."

This one does not include the epaulets, but it shows she did wear military style costume at times. Apparently few of her costumes have been preserved.

The costume designers of the recent historical series, "Victoria", did detailed research for their recreations. One scene shows Jenna Coleman as Victoria wearing a military style costume while reviewing British troops:
