Ash pan....or something else altogether ?????

    My friend needs help, so I turn to you .
    But it has to be interesting so......

    I see an ash pan......but the handle is goofy....and the top has colored resin with 12 roman #'s and a dial that moves to each one.
    So I'm wondering if you put stuff into it......or take something out of it at a prescribed interval ..?????
    If it's a counter from 1 to 12.....is it counting up...or down.....???
    Or is it pure decoration???
    It looks like it's been around the block....but how old could it be ?
    Does it have value over and above just decoration?

    I'll add dimensions as soon as they become available........:sorry::sorry: ( but I suspect it's ashtray size)

    6" long,,ash tray area is 4" D 1" H not counting finger grip

    Sorry , colored sections are Enamel ........not resin.......silly me !!

    Basic form is that of a silent butler but see no logical reason for the decoration and spinning top.

    That's what I'm thinking....but the top goes ...well.....way over the top !!

    Couple years ago I found massive brass silent butler and lid was cast made with astrology signs. I was told it probably was made 70s-80s in Taiwan or Korea and it was made as souvenir: people bought it more because of different décor at the lid.
