Artisan mixed metal necklace with mystery maker mark dangle

This is a long shot as so many people with a bit of artistic talent (or not ), have tried their hand at crafting their own jewelry ... myself included. But, this 21" two-tone necklace has a stamped design on a dangling tag (which I'm assuming is a maker's mark) ... something most hobby crafters wouldn't have.

I've checked with Google image search plus looked through that website that has many jewelry hangtags identified (forget the name), with no luck. Google thinks the mark looks like a key ... not helpful.

The blue stones in the pendant register higher than glass with my cheapo gem tester and the little pearls are real, not faux (not that it really matters ... cultured pearls are readily found and inexpensive). The tiny black "stones" in the pendant seem to be glass.

The clasp is stamped 925 but I haven't tested the chain or pendant.

The leather backing on the pendant makes me think this artisan might not know how to set stones. Is there a better or more logical reason for the leather?

Do you think the pendant represents some sort of constellation of stars? I've tried the zodiac star formations but none match up.

My main hope is that someone might recognize who uses this hangtag - shown in both directions just in case I'm looking at it upside-down.

Sterling clasp if that helps. The stones look like tourmalines.
