    Fraser was an American distributer. WMF (Württembergische Metallwarenfabrik) would be my guess as to Manufacturer.

    Silver plate, and probably The WMF.

    That 90 mark usually means plated when it's European flatware. Don't ask me why. German solid silver will have a lot more markings.
