It is silverplate made by the Dutch company Gero. 90 indicates the fineness of the silver layer, .900.
It is made in the Dutch Art Deco 'Amsterdamse School' style, which started in 1916. The Amsterdamse School maintained some Arts&Crafts elements, like the hammered effect on the inside of your cup. Gero employed many top designers.
This was an award, the second prize (tweede prijs) in a sabre (sabel) fencing competition at the 'Koninklijke Nederlands Indische Officieren Societeit', short K.N.I.O.S., the Royal Dutch East Indies Officers Society.
Looking at the date, 1940, it was one of the last competitions, the last one could have been in 1941. Indonesia was occupied by the Japanese in march 1942.
Many people from the Dutch East Indies migrated to neighbouring Australia after WWII, which is probably how it ended up near you.

90 indicates the thickness of the plate layer. The fineness is always .999 on electroplate.
