Looks like a Legion of Honor medal of some sort.

Is there something written in those arcs? Are there any marks on the back?

Not medal quality. I'd say best guess mock heraldic jewelry, made to kinda-sorta look like a real medal but made only for decoration. A look at the back would help. We need to see whodunnit. Real medals are all marked to a fare-thee-well.

My quick first impression is that it is costume jewelry in the heraldic style, as evelyb says. And I, too, would like a look at the back!

Would/could you post a photograph of the back? The pin's construction could provide dating.

Kinda sorta. The quality of the casting in this isn't nearly up to snuff. The eagle is also all wrong for a medal. It doesn't belong there unless this is just a pin.

The seller should be providing a photograph of the back. Potential buyers would be unable to make an informed purchase decision without it (which would be important or not depending on asking price.)

Quality aside, the Légion d'honneur star has five 'arms', this one has four.;)
