I found it years ago in a dumpster and like an idiot I cut it out of the frame so I could put it in my backpack.

 

Is it oil on canvas? Alpine scene, a very common type of landscape. Often they are commerical paintings rather than fine art. I doubt you'll be able to identify artist.

All those folds and creases are a shame, although the painting doesn't look like a masterpiece to begin with.
