I cannot figure out what the purpose would be for the holes in the belly, but I believe the tusks have been broken off.

I’m thinking it is intended to be that way since the paint matches pretty well

It is possible, but I think it could have easily had a touch up over time. You can see a break on the left tusk, imo, and you can see the different shades or washes of the color...perhaps a coat was applied after they were broken to make it look uniform again.
Unless, perhaps, this is an example of an elephant that survived being poached for his tusks! :jawdrop:

Maybe........but why take time to repair so well? Because if not intended I would think it looks weird and throw it out

Here is another pic looks pretty uniform and the base coat was a white paint. I’m think with wood it would be a little more jagged and taking the time to put base coat and color match a broken item would seem strange 85EA23D3-9032-4A34-9737-CFB17937BC4A.jpeg 58990293-9C59-46C2-9682-5F83828A09EA.jpeg

Maybe meant to stand on it's head/ flat tusks and the holes act as a sort of vertical flower frog / pen holder/ cigarette dispenser/ whatever else you can stick in there?

I like the idea of it standing on its head. Then I guess flat tusks would be needed, and that might explain the damage to his face and forehead? And, it would give the holes some sort of function.
Don't mind me, I just cannot see it looking complete for some reason.

It looks like a 'captured' elephant that was used in India or someplace for work or maybe display. Some areas were known for cutting the tusks down. He has the remains of what might have been a chain on his leg and is wearing some decorative pieces on his back. I felt sad when I saw it.

Agree. It was also made in India, probably Rajasthan. Not very old, but 'antiqued'.
I have no idea what its purpose was, however.:(
