Hello, Foxxy. We would appreciate having you post a picture of the whole item and also to turn the image of the marking the other way around (I believe it is upside down and is Chinese in origin.)

 

It says 'Made in China' in Chinese, as @Bakersgma says you have it upside down. This type of mark is usually found on inter-war and later items.

That's it, the characters are: 中国制造 if you want the Chinese too.

It's a Chinese made copy of Japanese Satsuma ware, probably made by 'The Royal Satsuma Company, - which is neither royal nor real Satsuma! Given the mark it's probably 70's or 80's in period.

 

Looks like so-called 'Chinese Satsuma'.
