A lady on a column

This is a spelter, 10 inch high model of some famous column, with a thermometer attached, probably a C.1900 tourist souvenir. I have found quite a few columns with ladies with wings and or spears, but this one just seems to having trouble with her hair.

I'm guessing it is Europe, and there appears to be a gallery for people to walk round at the top, does any well travelled person know where it is sited?

 

Hmmmm.... Seen this but can't recall.

 

Perhaps she is trying to protect her hair from the pigeons?

 

I know that I have seen it before as well - I distinctly remember my wife and joking that she should "let her hat fly" because the wind was beginning to blow up her skirt........................now, just WHERE it is located eludes me at the moment..........but if it does occur to me I'll get back

 

Looks like there is something missing from her left hand. A torch?

 

Now I have mostly convinced myself that I have never seen this as a monument - but have seen a representation such as yours, possibly in a museum. And that little thing that rattled about in my brain is saying that the actual monument no longer exists....................but like any fool, I could be wrong...................

Berlin Victory Column is one of many similar monuments, nothing I know of matches it exactly. I've wracked my brain for one with a 50-foot-tall thermometer on the side and came up empty..

 

But that one has wings. I'm trying to think of something to put in that hand socket, like a tiny hair brush.

What does the decoration on the side of the column look like? It has a slightly India look to me. I thought there might be Raj connection.

 

I'll venture that it looks like some sort of Mosque Minaret tower.....
the lady befuddles me !
