2 little heads, Bakelite?

    These 2 little heads have me stumped. Maybe ornaments (because of the holes in the top) maybe bottle stoppers? They are either Bakelite or some other type of plastic. The girl is 1 1/2" long x 7/8" wide. The boy is 1 3/16" long x 7/8 wide. They certainly look European. Any thoughts?

    I don't know what they are, but they do not look like Bakelite to me.

    They kind of resemble cast wax or resin to me....

    Dutch children in traditional costumes were a hype around 1900. looks like cast plastic and later though. perhaps for tourist puppets.
