I can't find out anything about this tray. Stamped 1865 16 and feels like pewter and other mixed metals. I did an sterling acid test but no silver.
Anyone know anything about this tray, era, place etc.

    Thank You

I was going to say 20th century, but I expanded the picture of the front and that engraving in the center is legitimately late 1800's looking - maybe even close the 1860's. Normally a 4-digit mark on the back is just a pattern number, but maybe not in this case. Wait for others to comment.

It looks die stamped and not engraved.

No green in pewter. Nickel silver.

Nickel silver doesn't contain silver. It is an alloy of copper, zinc and nickel. The copper content can cause verdigris, you can see the green spots.
So as you said, mixed metals. But an alloy, rather than different coloured metals put together to create a pattern, which is what is usually meant by mixed metals.
And I agree with Holly, die stamped rather than engraved. And 19th century.
